No — live stream video quality and local recording quality are configured separately in ScoreCam.

• Local recording quality is set in Settings → Video Camera (PRO) → Custom Video Settings (codec, resolution, bitrate).
• Live stream quality is set per-account in Settings → Live Streaming → [account] → Video Resolution and Bitrate.

You can stream at 720p 30fps (to save bandwidth) while simultaneously recording locally at 1080p 60fps — the two pipelines are independent. The local recording always uses the full composited video; the stream encoder downscales separately.
